Total Flood Risk Management

Welcome to the learners, the community-state-tribal-and federal technical staff, consultants, and general public interested in preventing flood disasters. You’re not alone on that quest. You’ve found the set of tools, here, that are needed for flood resilience.

The majority of the content here is FREE, so that we foster ever-improving understanding of flood risk management options.

While flood risk management is a shared responsibility, many do not understand the tools, the measures used to mitigate flood risk, or the cross-sector involvement. Furthermore, sometimes flood sources are bombarding communities in different ways, including more intense rainfall and sea level change.

Because of these challenges, we developed this webpage. The tools here were learned from various experts and brought here directly or linked from the Resources webpage. Much of the knowledge shared is similar to being at a freshmen level, or 101 course-level, and those are more useful for public involvement specialists. More advanced stuff, or 501 level, will be in deeper parts of the website and intended for very experienced professionals.

The website will be a valuable tool for the many communities of practice and those interested in cross-sector partnering concerned with mitigating flood risks.

This webpage offers insight and processes to take steps toward a community that thrives without flood disasters.

The page shares videos, software files, lessons learned, and opportunities to partner with those seeking flood resilience. All these tools were developed in 35 years of practicing flood mitigation. Out of that time, 21 years were part of federal service at the U.S. Army Corps of Engineers in several leadership positions in the flood risk management mission.

Training Course on Flood Management Plans

Brian Rast, PE, CFM, PMP offers a 1/2-day training course on how to establish a floodplain management plan (FMP), creditable to FEMA Community Rating System Activity 510. The essential elements in the FEMA policy are mirrored in USACE Planning Policy, where communities under a construction cost sharing agreement must establish FMPs. These plans have been called many things including flood management plans and flood risk management plans, but a simple process can help you succeed in all definitions.

Unbelievably, when you ask who has a full list of the flood risk management measures, you may get a biased answer. They may rely on one measure. We want everyone to know all of them, and communities can select a portfolio of measures.
