The mission of Total Flood Risk Management
Total Flood Risk Management is a nonprofit advocacy that is focused on raising both flood awareness and understanding solutions for flood hazards. This is an initiative that began in the USACE National Flood Risk Management Program and implemented in the Silver Jackets Program. Silver Jackets is about USACE helping state led teams focused on hazard mitigation. Another point of origin is the USACE National Nonstructural Committee, focused on floodproofing and other measures that should be considered along with structural measures. The webpage is committed to understanding the full menu of flood risk management measures and moving them forward with the work of those continuing state teams and supporting partners.
A major concern for fields focused on hazard mitigation is that professionals serve in a field and then leave or retire without a continuity plan. Without passing on their knowledge. We already have an amnesia problem between flooding disasters. We don’t have to have this knowledge lapse. Therefore, the mission of this page is to help share the body of knowledge that goes with flood risk management.

The colors are also important in heraldry. The azure represents rain but also truth, vigilance, and fidelity, which leaders must show to protect the public. The argent background is for honesty, trustworthiness, and integrity. The orange represents courage and unity, and the gold, highlighting community focus and leadership and a strong sense of public duty.
