Training in Floodplain Leadership
This page introduces training aimed at changing the approach to flood risk management. The content is based on feedback collected from floodplain managers and the references on this website.
In 2016, a request from two state teams was to collect feedback from community floodplain and emergency managers on the gaps in flood risk management and how they felt that should be solved. An online survey collected over 80 responses and developed a curriculum. The courses below were developed in conjunction with the regional planning councils’ or council of governments’ training leads.
The training can be accessed in different ways. Some media is available behind the paywall. The courses listed can be done as web meetings or as in-person training. The courses are an excellent means to begin engaging the public in the review of potential measures preceding projects that a community seeks to build.

Flood Risk Management Planning (Resilience-101)
2 HOUR wEBINAR
This training provides a briefing on completing an assessment of flood risks, doing a review of measures, and establishing agreement from all parties what the priority actions are. The course introduces the concepts which are explored later in the other courses below.
The Infinite Game of Flood Risk Management (Resilience-201)
1 HOUR wEBINAR
This course explains the need to break the build-damage-rebuild cycle and change the development paradigm. The course summarizes perceived needs voiced by floodplain and emergency managers. In addition, this course looks at overlapping roles across a community and how the front office can be successful with an interdepartment communication plan.
Nonstructural Measures
1 HOUR wEBINAR
This is a short course explaining floodproofing and various management activities that make up the suite of nonstructural measures. The measures are broken down into features and activities. Attendees will get an explanation of how implmentation and operation nuances influence decision making.
Nonstructural Assessments for a Repetitive Loss Area Analysis
4 HOUR WEBINAR
This course summarizes the full menu of measures and provides case study examples that sets up site particular actions and implementation, which can be useful in a community’s next grant application. Building feasibility and cost benefit ratios will be explained. CRS credit will be explained as well.
FEMA Community Rating Services Activities To Reduce Community Flood Premiums
1 HOUR wEBINAR
Based on the CRS Manual, this course provides input on that one thing a floodplain manager can do in terms of practical activities and result in almost half-off premiums for consituents. The Material will aid communities in attaining credit for CRS activities 503, 510, 512, and 610, and introduction to activities credit on 620 and 630.
Watershed Focused Resilience Planning

This is an introduction to the opportunities of integrating various plans with a watershed perspective. Certain efficiencies can be gained when collaborating across the water quality and water quantity sectors of risk with a watershed approach. From Droughts, to NPDES, and to common sense floodplain management, this course describes the steps government leadership can take to make this real and save taxpayers money.
